I have found nothing definitive as I'm curious as well.....this is part of the "unknown" surrounding liquids it seems. Below is a thread I found doing a quick search though....again, nothing definitive:

've always believed in a simplistic way that organic basically means "made in nature" or naturally occurring and not produced in a lab or an organic that has not been manipulated by processes.

I can tell you straightaway that basic organic growing means that no chemicals/pesticides have been used on the land that grows the plant for 7 years (some places 4) (Use organically grown seeds too)
You can claim that your'e organic if your operation is small enough, at least here. That's without an inspection and/or certification. And by small, I mean a plot.
Take for instance, you are wanting just pure tobacco flavor. As long as the tobacco plant is grown on organic plot, raised bed, etc., and you use something like distilled water to mix juices, extract juices without use of chemicals, it seems to me that would be a good definition of organic...flavor
