With any specialty build such as parallel, twisted, claptons, etc.. ramp up time is an issue. I currently have a 7 wrap dual parallel in one of my RDA's and on any of my mechs which push close to 50 watts fully charged it took a while for it to heat up. You'll have to go at least 65-70 watts for a good ramp up time due to the nature of these types of builds. Hope this helps.

I tried it around 35 watts and it was starting to get a little dry in the rba so I settled in around 28 watts and it's nice and I guess I can get used to the ramp up time

Thanks I will try to pick up a cheap one in the next week

Dont just pick a cheap one! Lol
Try to find a decent one with decent airholes, dont be like me. I used to be a cheap ......., and got me the forge rda instead of the goliath quad/octa. The airflow on the forge is ridiculous. Need more airflow. The forge was just 10$ cheaper... Sigh... Then later i got the goliath anyways... And now i am thinking of the velocity... I am worse than a lady OMG... Shopping shopping shopping!

Don't think twice about the Velocity just buy it. Or, if like me you don't defecate dollars buy a clone. Trust me. I'm using two different velocity clones I picked up at Fasttech for under $10 a piece and can't be happier. Super easy center post builds, coils are *always* lined up correctly, airflow is infinitely adjustable from none to an open mouth breath, and the juice well is so large that one drip session lasts me for an hour of chain vaping. And these are cheap clones. I had to buy a $1 drip tip and some tiny screwdrivers to up the bill for free 12 day delivery.

The thing with large/complex builds like that is that you need a lot of airflow to keep the vape cool enough to be pleasant. Once the wire heats up, it gets REALLY hot and stays that way for a few seconds after you let off the button. Find a RDA you like with lots or air (mutation, CLT, velocity, dark horse, etc) or you will not be able to make the most of that type of build.
