I think Paypal is not allowing use for e cig sites in the USA. Health cabin accepts Paypal but that is in China.
one of the best genesis atomizers is Atomizer "The Mini-DID" by MMvapors and accepts paypal but he has no liquids
If they catch someone in the US using it to sell e-cig related stuff and not just the juices, they will freeze the account and have some hefty fines for them, so most don't risk it.
I know it's "not PayPal", but if you just have need to use an alternate online payment provider, I've been told some e-liquid suppliers now accept Dwolla, which does not have an ecig ban.
Try hitting up Andrew (NCVaper here) from Joogler Juice - I know he was taking that at one point.
He's got all your other requirements (reliably fast, dirt cheap prices [no joke], and also has 510's), so I figure it's worth a shot for you.

Wasn't sure on the buyer, but knew from some of the co-ops what they do to the seller, thanks for input.
I think one way around it is to use a paypal debit card. The card is free and just uses the funds that are in ur paypal account but it is processed as a normal CC thro a sites normal payment processor. Have to look into it but I think this is one workaround if you only have funds in ur paypal account.
