If that's the case, how does excess juice get out... or more specifically, doesn't it leak at times?

I've never had leaking,
I suppose it's just use, I just lightly squonk it, & as I tend to be a chain Vaper anyway, I never put it down
If the reo was tipped upside down, some juice would leak

Mine doesn't leak either (except on airplanes). To be clear the hole is only slightly above the deck. Some juice does get sucked back down. The deck of the Cyclone is quite concave. If I squonk my dry Cyclone with the cap off juice stays right where it should (especially with a nice wall of cotton built up around the outside).

Oversquonk and, yes, you may have some leaking through the eye holes...er...air holes.
