im posting this mostly to make the information searchable in case anyone needs it.
Got a caliper onto a pharoh25 drip tip, and the drip tip OD IS 13.5mm the pharoh25 drip tip hole ID is 13.64mm. The slop is taken up with two o rings on the drip tip.
At least now they can at least be remade if this one melts on me too.
