Sales....then I can order what I want. Most often I passed the samples on as they weren't anything I'd use.
Of course, Sales are better. However, I have found several "favorites" when you

Samples are nice surprises, and I think when you are a new customer it predisposes you to think well of the company (at least it worked on me

Once you're a regular, you know what you want, and you want it cheap!
For me, with the flat-rate international shipping, I want the discount to be at least equal to the shipping cost for me to save money.
