Hi,
I read the forum rules and did a search on "bumping", yet can't find an answer.
For example, I have a thread that I was asking a question in but did not get replays yet. A day passed and it's on the second page.
Is it proper to bump it?

Not a problem, just no spamming. Once a day bump isn't a problem, as long as you're polite. :)

Or some times a post just gets lost in a high activity stream. A post can disappear quickly down the overall listing of new posts during periods of high activity. It's not that people are ignoring you. Don't be shy about bumping your post if you don't get a reply, but please don't hold it against us either. (Some people do...) This place is big and some times new posts can turn into "old" posts really fast.

Oh - Welcome! I hope you get a good answer!
