We thought so too!
But it seems that although the EU Parliament voted against medical regulations, a hard core bunch of negative members of the European Parliament, including a British member, Linda Macavan aka here in the UK as "The Angel of Death", go in to a huddle and totally ignore the original vote, and are able to alter things of their choice and overrule the original democratic decision. But hey, that's politics/corruption for you.
