Posting privileges

I have a forum question. I would like to post in the services for suppliers forum but it says i do not have privileges to create a new thread. Can someone tell me how one gets privileges?

Do I need to post more since i am a new member?

you need 15 to start a thread anywhere but in the new members forum.

I'm past 15 now and still can't start a new thread, what gives?
