PPC B series, light turns off after 5 min of charging

Hello i ordered 5 PPC for my friend, i put the units on the charger and the red led light indicating the status of the ppc turns off after 5 minutes of charging. does this mean the batteries are fully charged, charging, or defective units?
its not the classic long 510 ppc, its the b-seris.

You did not tell us the most important think----do the PCC's charge the batteries? Getting a new PCC in the mail that is already charged for the most part is not uncommon. The real issue is if it actually can charge your batteries. If not, your units are defective out of the box. Little hard to think that all 5 are defective though.
