I use Chrome Version 12.0.742.122 m running on Windows 7 Home Pro.
Does it make a difference which forum skin you are using?

idk - i've always seen it in the advanced reply - for me it's right above the 'insert video' icon, end of first row
i'm using kirsch, ie8, xp

to be exact, my top row of icons in advanced is
fonts, sizes, colors, smilies, link, undo, redo, spell check
