Ok I have had my eye on this 13 heavens rda so lest say I won't .2-.3 ohms at 60 watts what size ware would I need

I've got an El Cabron, which is a very similar rda. This thing is made for a lot of power, but you can make it work with what you have. I would do it with 24g kanthal, dual coils, six wraps each, around a 2mm screwdriver. This will hit your target resistance and will work at 60 watts.

Try a variety of both and see the difference for yourself.

I usually get more and better flavors from premium juices but companies like Good Life Vapor and Vape Wild have been outstanding as well, and they are considered by some to be "cheap" juice suppliers.

Tasting for yourself is the only way to avoid people confusing value with quality

Is there a better RDA that would work better for only 60 watts

Unless you can get the companies to divulge there ingredients all we can do is speculate. I personally have had good high end juice and really bad. Same with cheap stuff. I highly doubt theres some cheap overseas company making flavorings and nicotine just so companies here can save a buck. Its most likely marketing. I do know this, if I had to buy high end right now It would be cheaper to go back to smoking

I'm also looking at the tugboat RDA as well

The Tugboat is good RDA too. I have a Tugboat clone and an authentic Tugboat v2. I like the extra air with the v2. I also have a steam stack wide-bore drip top on mine. I would recommend a top cap like this, not only because it helps keep the coils cooler, but because it is very easy to drip down.
