most small businesses do not operate that way, I work for a small business that sells printer parts and i can tell you that when we deal with backordered parts we charge shipping twice if we ship twice, and with internet orders we hold them untill all the parts of an order are available. most small businesses work this way as paying for shipping twice is just not something that they can do and still make a profit at the end of the day. This piece is simply saying that when the part that they are waiting on arrives they will ship your order.
