Do the USB pass
throughs need to be plugged in upon receipt and charged, then put away? Or, can they be safely put away for years and then pulled out and plugged in?
How should one best handle long term storage?

It sounds to me your stocking & not using it now, if thats the case be sure to test it (try it out) before putting it away. Yes u can store them & use them later, but in a few years they will probably just be old relics....

Throughs (PT) non-batt? . Please update so we can address the question better if needed.
If you want to store just a standard USB PT (no batt), just clean it & store it in a dry zip lock bag, try to get the air out and store it in a dry place, with no temp changes its no big deal. You can just put it in any drawer or closet dry location as well.
If you have a USB PT with Batt, same as above but remove the Batt and store the batt with the specific manufacturers standard Batt storing procedure if there is one, if not no big deal. Some lithium Batts do prefer or reccomend to store with a certain amount of charge or partial charge. Its not really necessary as far as I am concerned but You can just charge the Batt for 15 to 20 minutes and take it off the charger, be sure they are clean and store it in clean dry zip bag. Its better to usually store batts in a cool dry place (drawer or closet it fine). I do not like the refrigerator methods due to the defrost cycle can cause moisture & condensation, so that will ruin the Batt.
