Question about making my own e liquid?

Hello im pretty new but i have been reading a litle about making my own e liq,but i need some help.
I want to try liquid from USA so i need a shop that ships to Norway and who sells pure PG base,flavour & nicotine.
I also wonder how much of each type i need,now i smoke 18mg nicotine & i want to make tobaco taste liquid with a hint of fruit juice.
Say i want to make a 200ml-500ml how much will this cost when i make with the cheapest liquid from USA.
I want the liquid that taste good but have okay price,does not need to be premium liquid.

I bought this type of e liquid it says its made in the USA but it taste awful,i bought 5 different flavour 30ml botles and it taste perfume og all the botles with fruit flavour the only one i smoke is virgina tobaco botle.
I bought it from http://www.e-liq.com/products/e-liquidhtml though is this the same company?
