Question about the process to become a verified member with Paypal

I have a question regarding the process to become a verified member with the Paypal method (using the form here: http://www.e-cigarette-forum.com/forum/forms.php?do=form&fid=5).

How does it work? Specifically, what requests does ECF send out to Paypal that requires the ECF member's real name and address, and matching email addy, and how does Paypal respond to it? Is that an available Paypal mechanism, or does ECF simply shoots them an email manually, saying "is this guy legit (email, name and address follow)" or something like that?

ECF requires the personal information to help prevent fraudulent transactions in the classifieds. Paypal has a special email address that allows anyone to verify whether a user's paypal account is verified or not.
