Question on amount of tobacco in DIY base

After reading some topics on DIY, I'm wondering. If I have:
[36mg PG]
[PG]
[VG]

and I mixed them as:
20% [36mg PG]
40% [PG]
40% [VG]

Do I get a base of 60%PG, 40%VG with 7.2mg?
And I can just add flavoring to it and have my complete e juice?

Yes, and yes.
Your flavoring will lower the nic percentage a bit too (depending on how much you use).
