mods with onboard charging do not rely on the wall adaptor to regulate current, and in many cases, it is better to use a wall adaptor capable of supplying more then the mod will draw, as this will keep heat down in the wall adapter. This can also be accomplished by using a more expensive USB port that auto senses the current draw, like the one you mentioned, but it's not necessary (but extra safety isn't a bad thing, so go for itI believe onboard charging circuits rely on the wall charger to be operating at the correct voltage, too high is not good. I'm phasing out my inexpensive no name USB chargers in favor of an Amazon brand called Anker which I believe, hope, are made to higher standards and maintain correct voltage. Others may have more experience with this. I hope they chime in.
