I usually buy my diy vape mix premade 50/50 ratio at target nicotine level.I am trying to cut back on some costs ,and make an unflavored base mix to have on hand .My plan is to buy a 24 nicotine strength bottle of PG base ,and a bottle of Vg .My question is if I mix equal parts of the 24 strength nicotine pg to equal parts of the vg, does that make my base 12 mg nicotine strength .I appreciate any help ,thanks.

Nicotine is referred to as "mg", but is shorthand for mg/ml.

If you took 10ml of 24mg/ml you'd have 240mg of nicotine. (24mg/ml * 10ml = 240mg)
If you added 10ml of VG to that you'd have 12mg/ml of nicotine. (240mg / (10ml above + 10ml added VG) = 240mg/20ml = 12mg/ml)

Understanding the math is a good thing since you can then know how much nicotine you are vaping after adding flavoring too. Plus it never hurts to double check the various calculators out there since it's easy to miss your own typo in a field.
