Just try the battery - ignore the lights for now - if it works its good, if not get hold of the supplier and get it replaced. Hopefully you got TWO batteries in your kit anyway. FYI most arrive with a charge and can be used straight away.
As for refilling carts, pull out the filler, wash it in warm water and pat it dry with papaer towel.
Fluff it back up a bit (you may even need to trim a bit off, they tend to overstuff them) and poke it back into the cart with a toothpick or tweezers or anything handy really lol. Add juice from your juice bottle until the top of the filler looks slushy but NOT pooled. If it pools jsut lay a paper towel across the top to wick up any excess.
Make sure your filler is at the top of your cart - it needs to reach the bridge when its attached to the atty.
Do a few primer puffs - pretend its a cigar basically.
If you hear popping/crackling nosies thats good.
If you hear gurgling bubbling noises thats flooded.
Remove cart and blow out atty.
Re-attach and try again
Should be good to go.

When the juice is all gone switch carts to new one - a dry atty bridge will give you a fabulous* new taste. You can just wash it out as above if you want to add more juice or change flavors using the same filler, or just top it off with drops of juice if its the same flavor.
You can't use it forever just topping it off and without washing though because it becomes sort of matted and won't wick well.
Alternatively you can dispense with filler completely and jsut drip directly onto the atty bridge using an empty cart as a mouthpiece.
Pro-tip: cut a couple of mm off the bottom of the cart (you can use scissors) as they have a tendency to melt.

*not fabulous at all

i agree with Jay. rinse out that fill, dry it in a paper towel, re-fluff, re-insert, fill er up. or you can take the next step and buy a drip tip. try it first and see if you like dripping. like Jay said...3 drops on the bridge, re-insert an empty cart and enjoy! Happy Vaping!!!

ok that answered one of my questions already haha. thanks man.

2 or 3 drops and dont worry about flooding on a manual battery - it can't hurt it and it doesnt hurt the atty either; just blow it out if it floods and re-drip. You may have to top off a lot, do it as SOON as hte flavor starts tapering off or you'll discover that fabulous taste I mentioned before :)
I still flood occasionally and Ive been doing this forever lol

Cutting the cart down a bit is great advice if your going to drip because the carts do melt and taste bAD. I just threw mine away and gots a nice aluminum drip tip.
