random battery charging question

Very little to base a guess on, here... but "single bay" leads me to believe you're charging 18650, or similar type batteries, not egos.

But I'd suspect it's only close to full when it starts blinking, fully charged when solid green. That's a pretty typical scenario.

If you have a volt meter, check the battery at both times. 4.2 is what a fully charged one should be.
