I confess, I haven't watched the following video in its entirety, but there's actually quite a bit of informational videos on YouTube.
Do a search on the subject, you'll find information.
And it should be needless to say, ECF is the largest storehouse of information on this subject.
As for your questions: stock up on nicotine base in the next few weeks. Shelves in the online store are beginning to go bare at a lot of shops.
You'll find that opinions on the "correct" way to mix are about as numerous as there are mixologists.
Personally, I keep it simple by vaping almost entirely unflavored.

Yes, right now concentrate on getting the nicotine. Everything else can be purchased later. Buy as much as you can afford or have freezer space for. Also get some 500ml Boston round glass bottles. You will want to transfer the nicotine into them for storage.

But if funds are limited, go for the nicotine. None of the other stuff on the list falls under the shipping ban. Even the glass bottles can be put off for a short while.

My list was only because I didn't know if he meant what he needs to buy to mix or buy to be safe before the mail ban.
Nicotine should be the only focus right now if all you want to do is buy insurance to vape freely.

Who knows? Maybe he's Elon Musk's godson. Finances aren't an issue.
You may need to calculate just how much nicotine base you need to buy. Calculation will include how long you plan to vape and how much you'll consume in a given period.
Using me as an example: I consume roughly 0.6ml of 100mg/day. That means a liter of 100mg would last me about 4½ years. Obviously, you may consume more or less than I do.

@Straydonkey For starters, if you just want to know how much 1 liter of nic base will last you, type in
100 for the "What Strength of nicotine are you buying?" field (mg)
and
1000 for the " What Size bottle are you buying?" field (ml).

Cheapest nic base.$45 per liter. $43 per liter if you buy 4 or more at a time. You can also buy by the gallon, but that's up to you. Use coupon code VAPEMAG for 5% off (not sure if it still works, just try it. But use it wisely. It's only good one time per account.)
I don't recommend the gallon because when you decant it into glass boston round bottles, it's cumbersome and can increase changes of spillage. You have to be a bit careful when working with 100ng/ml nicotine. Wear disposable gloves.
Oh, BTW: I recommend you buy you nic base in 100% PG base. But if you vape 100% VG juice, then you'll have to go with 100% VG base. PG base is a lot easier and quicker to decant especially when it's cold. VG is like molasses when cold and almost like table syrup when its warm PITA IMHO. But if you absolutely need VG base, then that's what you have to buy.

I also agree with buying as much nicotine that you are able. My favorite nic is Nude Nicotine Armor v1 and v2. There are other companies who sell excellent nic as well.
Nic should be your highest priority right now! And quickly with the upcoming Mail Ban.
