i recently bought e cig+juice in korea and was flying with them. but little did i know you cant have e cig the hardware itself in checked baggage so they took it away. so i asked a friend in korea to buy another one and ship it to me (korea to canada) but before we do so, we wanted to make sure it's legal. he will buy a new hardware the whole kit and some juices withoit nicotine. will it make it to me without raising legal issues?

You should check the toll-free limit for the shipment, maybe you have to pay more.
You can order twice, so that you are under the limit.

Why not order from the U.S. or a local vendor? China ships the things they make EVERYWHERE. What you want is already in North America.
