Both models of18650 flashlights I own (Nitecore MH2C and xtar B20) have regulator circuits that let you choose brightness levels as well as a strobe/flash mode. I've not run batteries down real low in either of them -- that would be hard to do give the run time they have -- but I can't imagine that they wouldn't have a cut-off.

I have one of those 5000+ lumen flashlights that uses 18650's. There's a difference in brightness when the battery gets low, but you notice it more when you swap in a freshly charged bat. It's like switching to brights in your car.

I tend to swap in a freshly charged cell often and put the old one in the charger.

A walk on the beach is a world of difference with a Lithium flashlight!
