I leave the caps off and leave them for a couple of weeks while using others....those others get washed and start drying too. First ones then used when run out of the others.

Usually over night they will be dry.

when you mention spinning, do you mean the T spin or spinned in between your hands to move the juice into the filler and out of the pathway.
I only T spin when i have accidently overfilled, but i always spin between my hands to clear the pathway after each refill.

I've found that regular carts will dry overnight as long as you blow out the excess water when done washing them. The Cool carts take a few days.
If you are curious, blow through the mouth end into a napkin. No water? You're dry
ok, I had to wash them again,still smelling the flavor in them, whcih end up.the screw in part or where the cap goes. I have the screw part up and they don't want to stank could it be because I have double the papertowel.
