by "cart" do you mean cartridge or cartomizer? (cartridge is used on a 3pc PV; batt,atty,cart. or cartomizer as in a two piece PV; battery and carto).
You can refill a cartridge mulitple, multiple times. Cartomizers can also be refilled multiple times, but they will eventually go bad and can be tossed in the trash. Usually when a cartomizer goes bad it will smell and taste burnt even after you clean it. Cartomizers are meant to be disposable and that's why they cost less than atomizers. Your atomizer will go bad long before your cartridges will, guaranteed.
i second that. v4l is 808s so they use cartomizers. mine lasted quite awhile but it all depends how you use them. if u keep them wet they will last longer then if u burn then up. 5 cartos for me lasted about a month so far but im only down to a few lol and they are starting to taste funny.
To give the filler in your cart new life, rinse it out in hot to warm water and fluff it up. Fill your cart halfway full with liquid, place the filler back in slowly, then drip drops into it until it looks kind of like a slushy.
