regulated voltage/wattage - pv suggestions?

I dont really need or want variable voltage in my pv but I do want regulated voltage. Is there a product that can do this without provari expense?

Yeah, Lavatube Lambo. Body is $26.00 and you can get 18650 batteries and chargers on eBay quite cheaply.
