Hi! M;y Riva cones have worked fine, so you might want to contact the supplier you got it from? Also - are you using a Riva atomizer? Sometimes when I use a cartomizer, the cones don't want to fit over them...
no it doesn't. you have to kind of just place it on there, its BS, i hate it. Also, take my advice and get yourself a Buzz mod! you can get them at notcigs.com and once you vape on that at a high volt, puffing on the Riva will be like going from a real cigarette to trying to puff on air! Trust me, you won't be disappointed!
I have had one riva cone not stay on at all, too big to screw down, and a couple that were just really difficult to turn, poor quality control... if you got your kit from a reputable vendor, try to get it replaced, worse case, you can get a replacement for $3-4 on most sites.

Its not the Atty or cartomizer. It just wont screw on not being threaded. So I did call the company and left a msg. Thanks for your reply. As of now I'll just use it without the cone. No worries!

Liberty Flights has Rivas and they sell the replacement cones too. At the top of their page there is a place to "click" to get 20% off your order too.
That's where I ordered my Riva from...i kinda just pushed and twisted the cone down to stay...even though it's not flush...but it'll do with or without the cone!!!
