I don't understand what you mean by "appears to get hot but doesn't glow," though I'm guessing you're referring to the second coil. Make sure your screws are all tightened well, and check again after pulsing since certain designs can come loose. I'm assuming, possibly incorrectly, that you know the basics of what you need to be doing when rebuilding, so I'm blowing past a number of very basic steps/advice. Once you've got your coils installed and glowing to some extent, strumming the coils (running your [ceramic] tweezers gently across them) like you would a harp string can help synchronize them. If one coil is not heating up at all, then you've probably got a connection issue. If strumming and pinching and pulsing doesn't eventually fix it, you've probably got a connection issue. Certain wire types-- twisted, claptons, really almost anything that uses more than one stand-- can have issues wherein one of the wires is fully connected, but the other(s) are not.
If it's heating up but not evenly, try strumming. If one is not heating at all, try re-installing or else just unscrewing a little and fiddling some. If all else fails, sometimes certain coils just aren't good, especially for newer builders. Not sure if you're new or not, but either way this is a fairly common issue.
