I have cartomizers that have the white mouth piece cap and another rubber washer like looking thing. How far in the cart should I be pushing this rubber washer into the cart before putting the white cap on?

If your talking about Filler type Cartos, I just chuck the O-Ring type washer in the drawer and don't use it.
No real need in that if you over fill the cart it doesn't stop you from getting e-liquid in your mouth. And if it is filled right, well you don't have a problem.
