As a battery manufacturer, Samsung is one of the more reputable and highly recommended brands. Samsungs are frequently used in power packs for a wide variety of OEC power tools, so its possible that these were moderately used older batteries pulled from industrial tools and sold by a disreputable vendor to make a quick profit.

I knew the Old Skool ICRs were to be shied away from in the absence of protection, but INR didn't mean anything to me.The INR cells are "lithium-nickel-round" which is another way of saying it's a lithium-nickel-manganese-cobalt (NMC) hybrid cell. Not quite as safe as a true IMR, lithium-manganese, cell but still a lot safer than the ICR, lithium-cobalt cells. The addition of cobalt and nickel allows for easier tweaking of the chemistry for things like high CDR.
I believe the VTC5 and VTC4 are INR cells too.

I bought some Samsung INR 18650's for my Sigelei 150w. But for some reason the batteries won't let me go past 55w - my Sigelei says "Check battery" if I go higher. I tried other 18650's and haven't had this problem. So what's the deal here? Thanks y'all.

Why would the Box be marked with anything unless they were Used, Tested Cells. You unfortunately purchased from a Vendor dealing through Amazon that probably recycles. You should contact Amazon about a faulty Purchase and see if they will exchange.
Likely only one cell is weak, but used in a set it will ruin the second cell sooner.
