There's such a massive amount of information at ECF that finding specific topics can be pretty daunting. I always use the search functions before asking, but I'd say that at least 1/3 of the time it's just an exercise in frustration. When that happens, I simply ask. Usually, someone helpful comes along pretty quickly.

You can use Google to do a refined search.

First, open Google's advanced search page. Google Advanced Search

The first section of this page contains the following items:

with all of the words
with the exact phrase
with at least one of the words
without the words

I would suggest looking for the exact phrase first, and if that doesn't work, try all of the words.

But, before hitting search, there's one critically important step. Scroll down on the search page and find domain.

Enter http://www.e-cigarette-forum.com into the domain entry and you should be good to go.
