What does the various nicotine levels in e-liquid actually mean? Mind you, I am not looking for a translation, like, "if you liked ultra-lights, go with 6mg." I want to really understand it. Let's say I buy a 10ml bottle of e-liquid, and it has a nicotine level of 18mg. Okay, so 18mg, per what? I am guessing that it's 18mg per ml. Is that the case, or is it something else? Any insight here would be helpful.
