nicotine level ?

e-liquids are measured in milliliters (a volume measurement) and have a nicotine level (18mg, 24mg... a weight measurement) printed on them. I assume this is a ratio of nicotine to liquid, but how much liquid? I don't think it is per bottle, because 18mg in a 5ml bottle would be twice as strong as 18mg in a 10ml bottle. What does this nicotine level actually mean?

Lots of info regarding that here-
