Rep. Stearns appears to be in a somewhat better position to be helpful than the average member of Congress. He has a fair amount of seniority in the House, as he is serving his fifth term, apparently from a relatively safe district for him according to Almanac of American Politics, and here is a snip from his official bio:

Also, his degree is in Electrical Engineering from George Washington University (GWU is a solid academic institution) and he is unlikely to be befuddled by scientific & technical arguments from pressure groups or easily snowed by anyone misusing them.
