Should I use a dripper or tank e-cig?

A few times a day, for fun, no nicotine + clouds?

You need a 'mod' (box mod) e-cig. Personally, I'd use a RDA (rebuildable dripping atomizer).

Small mods with 1 battery can do up towards 75w. If you are really into crazy clouds, you're gonna need a 2 or 3 battery mod and even more watts.

A Smoant Battlestar + Apocalypse v.2 ought to do it, comfortably.

Personally, I don't care for tanks over 50w - there are some, but a RDA has less to go wrong and the ability to swap out the cotton wick and vape some new flavor instead.

High VG for clouds. High PG for... um... what is High PG for again? (Oh yes, throat hit and harshness).

Vaping would be a nice little hobby. I am ready to spend about $150 + $1/day so that I can blow cool white clouds from my mouth for my own enjoyment.
However I'm not willing to destroy my health vaping. Vegetable Glycerin breaks into acrolein below its boiling point so I should probably mix it with distilled water to lower that point.

You might want to look into that. Most of us vape to stay off cigarettes. It has been well-documented that levels of aldehydes in 'non-abused' e-cigarette vapor are much lower than cigarette smoking making it a less risky behavior compared to smoking.
You WILL create chemicals in/by vaping, so if it worries you, don't vape at all.
I'm not saying don't do it, but we are trying to decrease our risk by vaping instead of smoking. A non-smoker taking up vaping is increasing their risk.

For clouds, I would go with 100% American Chemical Society (ACS) Vegetable Glycerin if money is no object.

Since we are all different, I imagine that vaping VG 2-3 times a day could prematurely kill some people. Why gamble with the only life you will ever have just to see clouds?

I'm not going to recommend a RTA to someone who is a non-smoker, doesn't know what that acronym is, and who has foggy ideas about anything, including whether they want to vape at all, once they try it with 0 nicotine. It's just a large investment of time/money skill building (which you need lots of) and whatnot. I'd buy a really cheap sub-ohm starter kit with a USB charger and internal battery (with adjustable wattage) for you to TRY vaping and see how you like it. You may hate it. You may decide you want a different hobby (for ppl who are into clouds, I always recommend taking up a wind instrument-- you'll be inhaling and exhaling sound, very satisfying, and you'll probably IMPROVE your lung capacity, not deacrease it). Disclaimer, there isn't really sound, proven data out there that says that vaping is harmful but not much indicating that it's BETTER for you than clean air (though... depending on where you live...) Buy a cheap kit, you can upgrade later. Seriously. Were I to take up a hobby, I woud not be running out and purchasing the most expensive, complicated thing I could find.... Only to abandon it 2 weeks down the line.

That said, I think Brother Bob has provided you with enough information to get started. Let me add, you will have the costs of creating or buying a build kit (not cheap, right there) wire, cotton, learning to wrap it, figuring out if your coils are even safe to drip/vape on, and a whole host of other issues. It's not a matter of buying extensive kits and then thinking you can rebuild with the $2 worth of materials that will arrive with the kit. You'll also need batteries, chargers, the list goes on.

That said, good luck with whatever you decide!

If you are a never-smoker, why on Earth would you want to vape? I, and most people here, are pretty convinced vaping is much healthier than smoking, but this is not the same thing as risk free. All that said, if you intend to do it just for cloud, then a high-power regulated mod and an RDA or dripper. Good (and safe) choices, not too expensive, would be something like a RX200 mod and a Velocity dripper. Be aware any RDA will require built coils, but you can pay somebody at the vape shop to make them for you. Load it with pure VG for the biggest cloud. Whatever you do, stay away from competition mods. These are, by the rules, mechanical mods and they are not safe for new users who don't happen to have a strong background in electronics or electrics and a thorough understanding of Ohm's law.
