Should the Welcome message be re-worded?

Just joined so it might seem a bit strong to make my first post seem a criticism
On top of that I am from the other side of the pond making comments on the USA government
but
The Welcome message says at bullet point 4:
Do not use an ecigarette except as an alternative nicotine delivery device...

My foreigner's understanding was the the FDA want to classify e-cigs etc as a Nicotine Delivery System and therefore a medecine and therefore banned until approved and that this community think they should be a tobacco product so legal.

I am already confused, fellas. Have I misunderstood something here?

I Am Sure That You Will Get Quite A Lot Of Responses Very Soon On This Subject, The Way Things Are Worded Are Done So Carefully As We All Know And I Am Sure That Whatever Moderator That Is In Charge Of Writting These Things Will Pipe In Any Moment. Just working up to it. Got one here in Sicily on Monday and now would rather puff that than my pipe of 55 years standing! I am just getting to the end of phase one of What is it all about? I shall now post again to see if I have got it half way right.
Hope the flak won't be aimed at me. Just thought there was an unfortunate choice of phrase inadvertently in the message. Maybe it has to be that way.

FDA wants it to be considered a tobacco cessation device or NRT. I believe the "nicotine delivery device" is to mean that it is not for quitting or to treat addiction but instead is an alternative way to get nicotine.

Hi I am new also, former smoker of forty years-2pks a day- was initially a NON-comitted quitter but I tried an e-cig and have not turned back. Over eight weeks tobacco free and loving it. I agree with you ArenqueRojo, it might be better if it read
'as an alternative to smoking tobacco'. But that's just my opinion.
