If a single cell in a group of cells has an internal issue, (like quality of material), that is slightly different than the others, it's properties are always going to be different regardless of where it's placed.
Does anyone disassemble their laptop li-ion packs after recharging them and swap the cells around?
The logic for the swapping of positions in a device makes no
sense whatsoever if there is no circuitry there to monitor each individual cell.
