Slower Nicotine Delivery?

I saw an article on CNBC where they talked with the CEO from V2 Andries Verleur and he stated that with electronic cigarettes the nicotine gets into your system slower. I was wondering if any of you had heard this before or have any knowledge that this is indeed the case. This may help explain why people who smoke nicotine e cigarettes often still feel far less urge to vape than the urge they used to have to smoke.
