Today I Noticed a small rip on my Sony 18650VTC5 2600mAh 30A (picture below)

Should I dispose of the battery or do you guys think it's okay to keep using, its a shame because its not even a week old.

You could put a small piece of electrical tape, epoxy, nail polish... something to cover the little break in the sleeve... do not cover the entire sleeve.
You want to prevent the battery from being able to ground out to the inside of your mod, but you do not want to do it in a way that would prevent you from being able to see/inspect the battery.

Kaezziel gave some great ideas about how to fix small tears and nicks.

If / when necessary, You can actually re-wrap the entire protective coating using battery shrink wrap.

There is a tutorial from http://www.candlepowerforums.com from the rather excellent member HKJ (his battery and charger reviews are also worth a look)

Shrink wraps can be fragile because they are so thin. The outer shell of a battery is part of the negative pole connection, so if it touches the cylinder in a tube mod it's not a problem unless there are contacts on a fire switch in that area (some mechanical mods). The bottom spring does exactly that, anyway. If it's in a box mod where it can touch other parts, it's an issue. The center contact is where you don't want unintentional grounding to occur.

I'd put some clear fingernail polish or clear tape on it just to prevent further rips.

If it touches the tube in a cylinder mod it will ground and complete the circuit causing it to autofire.

having the sleeve nicked is not a good thing when used in bottom firing mechs..... it could go into continious fire and toast things. If you are using it in something like a Vamo or SVD where the bottom cap is not insulated from the tube in some manner than the nicked sleeve wont cause a problem since the negative portion of the battery is in contact with the tube by design....

How much when that battery swells just before it vents?

That's the reason Provari for one has the top cap held in place by a little red o-ring. It's a snug fit, but will come out if the battery swells and sends pressure toward the atomizer end. You can't have too many safety devices, IMO.
