I know, this is the biggest WTF from me. when is the car/petrol tax going to subsidise the gas-mask I need to wear to walk around my city.

and you would think that the smoke would be more easily contained in the confines of her apt. smoking outside the way she is - the smoke could easily curl into someone's window and to quote the councillor - "second-hand smoke is dangerous - even for a few seconds"
