Hi @woodhippy - late response, but here goes.
Absolutely Herbert Gilbert invented a smokeless cigarette in the 1960s, and one that is very close in design and function to the modern version(s). However, invention is a funny thing - I doubt Han Li's invention drew upon Gilbert's work in any meaningful sense, if at all. The reason I'm not including the pre-2006 citations of vape is for a similar reason: sure, people used the word prior to the modern era, but is there a DIRECT lineage from this usage to the present day? I'm sure there is not.
It's also worth noting that E-Cigs are a phenomenon that could only exist today - why do I say this?
1. Batteries - even now, our current crop of batteries aren't really up to the task - we need these giant 18650s to reliably power e-cigs to satisfactory levels. But it's worth noting that since e-cigs hit the US market, 18650 energy density has doubled. Prior to this period, e-cigs were simply not practical.
2. The internet. The internet (and ECF's community) have absolutely played a central part in the popularization of vaping. Were it not for this, e-cigs would have been cut off at source and we'd never have seen the innovation and spread that's led to where things are today.

My brother, who lives with me most of the time, got tired of watching me surf ECF, so he opened his own account about a year ago. His account was deleted and I received a message (retired maybe?) that I was in violation for opening another account (heck, he has his own email address) and doing it again would result in my being banned. Needless to say, my bro is still not a part of ECF and just rely's on me for ecig info.
