Have you tried prying the center post of the carto out a bit? Its weird because I have been able to use the smoketech tank cartos with the small tank but the next one I tried would not work, both were making contact but the second one could not get airflow. The reason I like the Smoketech tanks is the plastic that is used can handle my poly breaking juices. I have a phiniac as well but it is large so it looks pretty silly on my P+10 so I use it on my 350.i just notched a few slots but i couldn't get it to fire, trying once after every notch was made until i reached four. i compared the contact threads on both the propriety and smoktech xl lr dcc i've been using previous to the tanks, and the latter has a longer threading. i fired the modded propriety carto on the precise, and it would not even heat up. i'm guessing that lack of a electric connection is probably likely.

btw, i'm just gonna thrown in my two cents. i think cartos taste awesome, and reach their full efficiency/capability in a tank.don't get the whole bellybutton lint taste thing.
My opinion on cartos and its just my opinion is that they definitely have there place in my arsenal but I prefer using an atty. A lot of it has to do with what juice your using because some juices just do not come through in a carto and others shine.
