Yes, Tibs... that is spelled out rather clearly on (at least) the NY state Medicaid website. I saw that - and other nasties - during the time I was considering going the Medicaid route. However, it was NOT a deciding factor whatsoever. The thing that "made" the decision was the $100.80/month ACA premium. I'd rather pay that than put up with any hassles that "being on Medicaid" would/could bring. It's a bargain, really.
