The septic box got put off for the deck. The deck got put off for the sill. Sill is done and we've started work on the deck.

I guess I have to admit to not even knowing what a "sill" is. I know windows have "sills", but assuming that is not what you are referring to.

BTW:
If the landline rings ONE MORE TIME today, I'm ripping it from the wall!!! I LOATHE telephones of ANY kind. And... it's not even the RIGHT DAY for people to be calling to say "happy birthday" anyway. NOTHING has CHANGED since last year (and years prior)... so why the wrong day all of a sudden?!?! I feel like I'm in a Dali painting today!!!

ETA:
Yes, I was gracious re: phone calls. But I feel I can vent here.

Sill under the house,on top of the foundation walls.

OK... I went to the basement in search of a "sill". (Laundry needed rescue from the dryer anyway.)

I see foundation... then house.

Is it something for special locations or terrains? ... or special structural need due to code?

Maybe Google will be my friend... lemmee look....

It says:

Many houses do not have a mudsill

This house (construction) appears to be foundation >>> wall frame. Unless the bottom board is considered a sill. ??? But I see nothing between the foundation (cinder blocks) and the beginning of the wall frame that stands out as "different". So maybe this house will just collapse in on itself in time. Hope I'm out running errands at the time.

The floor joists have to sit on something.

Anybody catch this from "over there"???

Seems like CW is being AWFULLY gracious. And TOO patient, in my book.

Note that's DOE's "modern" version. IDK if they always did all that (pretty sure not...particularly all the "seals"). However, it defines the sill plate.

OK... so the construction from the top of the foundation up to floor joists level is considered "sill". I do see that space, literally. It looks to be very integrated with the wall frame... ie: no break. OK.

The sill is the horizontal board pointed at in the pic by the bottom most-arrow. The virtical one above that is the rim closure or rim joist. The deck probably screws into the joists.

But he found a rotten sill so he's replacing it.

Fran, you MAY wish to show him that link for the current-recommended ways. Then again...you may wish to just hide until he's done and not mention anything..... ;)
