Grrrr.
Only Microsoft would release a patch that's:
A) Optional
B) "Improves Performance and Stability of Windows" without saying how.
C) Has a missing info page in the "more information" link.
D) Google search turns up little to nothing.
It probably sells your soul to the devil. I'd also consider that it probably turns your whole computer over to the NSA...except they already own all the computers...so that can't be it.

It appears that they've finally gotten around to updating the info page. It wasn't there a few hours ago. (At least, not that I found.)
