Don't think it's a scam; just a look into what is of interest to BP. There is a section on e-cigarettes.
at least they included e-cigs...
even if it does sound like a bit like a sales scam. then again, it may be worthwhile to have someone else do the research, if you can trust that they're accurate and thorough

It's a market analysis report; small(er) pharma companies who don't have marketing analysts can purchase it to plan their marketing strategies.
Although we're no longer in the pharma industry, we do have marketing analysts that work with the R&D heads to determine what projects make business sense to pursue. No use sinking million(s) into research that isn't going to make the company money
