Solar charging?

I've been reading this thread http://www.e-cigarette-forum.com/forum/batteries-chargers/536777-solar-charging-18650-a-3.html to see what options there are for this, but the thread is closed and I've seen more products and options coming out.

This battery holder states on the seller's own site that you can use a solar panel with it Soshine E4S Portable 5200mAh Power Source Bank w/ Micro USB Cable for IPHONE + More - Soshine

Pair it with this 3W 5V Solar Panel 600mA 120 180mm Monocrystalline Pet Solar Cell w USB Cable | eBay and it looks like you could get the thing charging, but I'm not sure....either way the panel looks small enough to bring pretty much anywhere, as long as it's sunny.....for some this is a problem, others not. I live in a wacky climate zone so I wouldn't really benefit in the winter months, since it would take at least 6 hours to charge up a 2500mah battery. In the summer just leave it in the window at about 8AM and come back at around 1 or 2, assuming it's a sunny day.

All of this stuff is out of distributors in China it looks like, but I really want to experiment and report back with a good solution. Since I've quit smoking, I want to also minimize my footprint and get the cleanest way to charge up my 18650's.

There are certain practical limitations to this whole idea. The first one is the idea of a fluctuating charge voltage and current depending on the whim of the available sunshine. Even if you get a perfectly clear sunny day it could take an entire day to charge that pack in order to charge a single e-cig battery. It doesn't seem very practical on this scale.
