Obviously the only way paypal finds out the supplier is selling ecigs is when someone turns them in. I have paypal on my site and know one knows I have it.

The solution is to sign up for paypal payflow pro. This is an invisible credit card processing system that uses paypal but does not advertise the fact that paypal is the payment gateway.

So who ever the jerk is thats going around and turning in vendors and forcing the vendors to get a really expensive payment processor, they will never know that you are using paypal and will have no way of knowing where the credit card is being processed. Paypal charges a flat rate of $30 a month plus regular paypal fees per transaction just like they did before.

Just an fyi for those having problems finding a cheap credit card processor.

Paypal watches what you put down for info in payments.
It's a pain for businesses because if don't give out a record through the site, it's harder to gain trust. Then again, I'm sure they can search any site they have their system linked to, they probably even have a search bot to do it for them.

But definitely watch out. If you use the Classifieds for deals like that, make sure you don't mention anything about e-cigs/nicotine. Mention something completely innocuous, it works a lot better.
