He says it's just to ban sales to minors (which is CASAA's exact position, IIRC) and in private messages I've had with him, he assured me he's protecting the bill and making sure no onerous amendments get attached. I think Dan is going to be pretty good on this issue. This is the same guy who introduced a bill to restrain cities in South Dakota from banning specific dog breeds.
